Dear fellow citizens!
Celebration of the International Day of People with Disabilities, established in 1992 by the UN General Assembly, is of global importance and deep humanist content.
The essence of this day encourages each of us resort to special self estimation, the yardstick of which is spirituality. This day is not only the day of increased attention of society to the problems of people with disabilities. It is first of all, the period of time given to comprehend our civilization inclusion to human society, where the universal principles of kindness, equality and fraternity should govern.
The task of modern time in this context, is construction of such a state, where possibilities equal for everyone would not only be declared, but would truly guarantee decent conditions for disclosure of creative, intellectual and professional potential of each citizen. Our common objective should be daily motivation to act in such a way, so that we could help our fellow-beings turn their disabilities into abilities.
I believe that together, with our joint efforts and self-devotion we can do it.
With all my heart I wish you and your near and dear ones peace, welfare, health and strong belief and confidence in indispensable realization of the ideals of kindness and higher justice.
